Pre-Application Request & Requirements

A preapplication conference meeting with City Staff shall be required prior to the preparation and submission of any preliminary site plan application. The purpose of this meeting is to discuss overall municipal planning goals, general site plan review procedures, municipal code requirements, project feasibility objectives, and policies.


Provide a design narrative. The written statement should include project name, addresses, folios, project owner or representative, contact information, current zoning classification, frontages, parking). Identify the type of entitlements being sought, in addition to intended use, architectural design concept, urban context, existing conditions, zoning data (height, density information on previous approvals, development agreements, covenants, liens, or other encumbrances.


A certified signed and sealed boundary survey is to be submitted as part of the Pre-App submittal to review current site conditions.


The following data information must be included on the proposed site plan for review:

  • Title block, Project Name, and Property Address.
  • North Arrow and Measuring Scale.
  • Location map showing relationship to major arterial streets. 
  • Site Plan Data Table Sheet
  • Current use of property and intensity.
  • Zoning Designation.
  • Land Use Designation.
  • Building structure length, and frontage width.
  • Building height (feet and stories).
  • Setback measurements.
  • Finished Floor Elevations (F.F.E.)
  • Total number of residential dwelling units.
  • Total commercial square footage.
  • Lot Coverage %.
  • Pervious and Impervious Calculation.
  • Open space location.
  • Directional markings, traffic-control devices and signage.
  • Total number of off-street parking spaces, ADA, and loading spaces.
  • Parking Data Table: Including the total number of parking spaces required -VS- parking spaces provided.
  • Trash bin and dumpster locations. 
  • Hardscape and ground cover details.


  1. Delineate and dimension, indicating use of spaces.
  2. Floor plan for multilevel building structure.
  3. Floor plan for every level of parking garage.



  1. All building facades with directional labels (ie. North, South, East, West) and building names if more than one building.
  2. Dimensions, include height and width of all structures.
  3. Dimension grade at finished floor.



  1. Landscape areas with dimensions.
  2. Location of existing trees, palms, and shrubs (indicate whether the trees will remain, be relocated, or removed).
  3. Names and locations for all proposed trees, shrubs, and groundcover.
  4. Plant list (provide species, sizes, quantities).
  5. Show any required berms along right of way.

    Per ZLDC sections 24-172(D) & (E), a pre-application meeting is required prior to the submittal of any formal application for site plan review. This meeting will last 30 minutes and consist of a concept plan review in which a planner will provide preliminary comments.
