Title VI of the Civil Rights Act and other federal and state authorities provide that no person shall, on the grounds of race, color, national origin, sex, age, disability, religion, or familial status be excluded from participation in, be denied benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.
