    The North Miami Beach CRA Paint, Plant and Pave Program benefits are contingent upon funding availability and CRA approval and are not to be construed as an entitlement or right of a property owner or applicant. Properties in the designated CRA areas are not eligible for CRA funded programs when such funding conflicts with the goals expressed in the CRA Strategic Finance Action Plan or Community Redevelopment Plan. 

    Property to be improved must be free of all municipal and county liens, judgments or encumbrances of any kind. This provision may be waived by the CRA Board of Commissioners if development plans for said property meets the goals and objectives as set forth in the CRA Strategic Finance Action Plan. Upon grant approval, said property must remain free of all municipal and county liens, judgments or encumbrances of any kind under the term of the agreement.

  11. Objectives:

    To immediately enhance the aesthetics of single-family and multi-family up to 4-unit properties within the residential neighborhoods of the North Miami Beach CRA. 

  12. Description:

    This program is created to provide curb appeal to single-family and multi-family up to 4-unit properties in disrepair in residential neighborhoods of the North Miami Beach CRA. The proposed improvements may include pressure cleaning, painting, minor facade repairs, landscaping, awnings, sidewalks, driveways and/or parking lot sealing, irrigation systems, fence repair or removal, and minor interior repairs affected by exterior improvements. The CRA will assist with approximately $7,500 to $10,000 per property for exterior improvements. Approved applicants must provide an invoice after work is completed along with contractor invoices. The CRA will issue payment to approved applicants within 45 days of receipt of invoice. 

    Complete applications will be approved on a first-come, first-serve, priority basis and must meet the following minimum criteria: 

    • Property to be improved must be free of all municipal and county liens, judgments or encumbrances of any kind. 

    • The property must be in compliance with all City regulatory requirements, including but not limited to code enforcement and rental housing licensing. (This requirement may be requested to be waived by the CRA Board if the improvements will help to remedy minor outstanding code violations. No guarantees of approval are implied by this provision). 

    • Single-family and multi-family up to 4-unit properties are eligible. 

    • 2 estimates from licensed contractors must be provided 


    The Owner shall maintain the improvements to the property. Should the Owner fail to maintain the improvements, Owner will be required to repay the CRA/City for the cost of improvements, including labor. 

    Properties listed for sale may not apply. Properties sold within eighteen (18) months of receiving façade funding must repay the full amount. Work on the project must begin within thirty (30) days following CRA approval process.

  14. PLEASE READ THE FOLLOWING PRIOR TO APPLICATION SUBMITTAL
    • Properties listed for sale may not apply. Properties sold within twenty-four months of receiving grant funding must repay the full amount.

    • Prior to application submittal, a preliminary review of proposed renovations to property must be completed by the Planning Department.

    • After approval process, the CRA will provide the applicant with an approved Grant Agreement for signature. It is recommended that NO CONSTRUCTION begin until the Grant Agreement is signed by all parties. Improvements completed prior to approval by the CRA Board may not be eligible for reimbursement.

    • If deemed necessary, the Community Redevelopment Agency (CRA) reserves the right to have the application and its contents evaluated and analyzed by an outside third party including but not limited to: the proposed business plan, partnership/ownership information with equity positions, mortgage on the property, lease agreements, Letter of Intent from lending institution and any other documents provided by the applicant.

    • If your site plan or application request includes landscaping, the landscaping must be species and varieties of native plants that are drought tolerant, require little irrigation and withstand the environmental conditions of North Miami Beach. Irrigation systems must prevent over spray and water waste and it is recommended a drip irrigation system be installed.

    • Property to be improved must be free of all municipal and county liens, judgments or government encumbrances of any kind. This provision can be waived by the CRA Board of Commissioners if development plans for said property meets the goals and objectives as set forth in the CRA Strategic Finance Action Plan or CRA Plan. Upon grant approval, said property must remain free of all municipal and county liens, judgments or government encumbrances of any kind under the term of the agreement.
