In February 2016, Major Richard Rand was appointed Major of the North Miami Beach Police Department (NMBPD) Investigations Division.
Prior to his appointment, Major Rand began his career with the NMBPD in January 1997. After completing his basic training at the police academy, Major Rand worked as a patrol officer for three years before being assigned to the Investigations Division as a detective in the Gang Unit. Major Rand became experienced in investigating all types of felony crimes. He took that practical experience and was transferred to the major crime division. Major Rand was responsible for overseeing complex criminal investigations relating to major crimes, organized crimes and violent crimes against persons.
In 2007, Major Richard Rand was promoted to Sergeant and worked with patrol. Major Rand was responsible for the direct supervision of the Operations Division, conduct, appearance and performance of personnel assigned under his command. Major Rand was also responsible for the Honor Guard and Crisis Negotiation Teams.
In March 2014, Major Rand was promoted to Captain where he continued his career in the Operations Division where he worked very close with the Investigations Division to keep crime down.
In February 2015, Major Rand was transferred back into the Investigations Division and was responsible for the direct supervision over the Crime Suppression Team, Vice, Intelligence and Narcotics and Economic Crimes Unit.
Major Rand has since taken over all responsibility for Criminal Investigations, Crime Scene, and the Office of Public Information and is the Commander over the Emergency Operations Center.
Major Rand is a proud graduate of the prestigious Federal Bureau of Investigations National Academy, and is currently a Vice-President over the Police Athletic League.
Major Rand holds a Bachelor of Science degree in Criminal Justice from Union Institute & University, and currently working on completing his Master’s Degree in Law Enforcement & Public Safety Leadership from the University of San Diego.
