Chief Richard Rand is deeply rooted in the City of North Miami Beach (City), having been raised in the City until the age of 17. Chief Rand is a product of this wonderful "City that cares", and he will always have a special place in his heart for this community. Chief Rand is proud and humbled to be a part of an elite team of City leaders, officials, and peers.

Chief Richard Rand was appointed to his current rank within the North Miami Beach Police Department on February 18, 2021. Prior to his appointment, Chief Rand acted as the Deputy Chief of Police, overseeing all the divisions within the NMBPD. Additionally, Chief Rand served as Police Major and Police Captain in the Investigations Division and in the Uniform Patrol Division, Crisis Negotiation Team, Honor Guard Unit, and the Office of Public Information.

Chief Rand holds a High School diploma from North Miami Senior High School, a bachelor's degree in Criminal Justice from Union University, and a master's degree in Organizational Leadership from the University of San Diego. Chief Rand is honored to have graduated from the esteemed Federal Bureau of Investigations National Academy in Quantico, Virginia and is a member of the International Association of Chiefs of Police and 5000 Role Models. Currently, Chief Rand serves as the President of the North Miami Beach Police Athletic League.

Chief Rand served as the local President of the International Union of Police Association (IUPA), one of the largest union organizations in the United States for police officers. Chief Rand is at the forefront of establishing critical mental health resources for law enforcement officers in South Florida and is committed to the residents of the City and continues to pave the way for a safer community through accountability and transparency. Chief Rand guides his principles and leadership style in alignment with 21 st Century Policing.
